HOW CAN I PAY MY FINE?

TO PAY BY PHONE:  Please call the Charlestown Enforcement Division Customer Service Call Center toll free at (866) 247-8157 to pay by credit/debit card or ACH 24/7. Between 10:00 AM and 5:00 PM (ET), Monday through Friday, and a representative will assist you with a credit/debit card or ACH payment.

TO PAY BY MAIL:  To pay the fine, please fill in the return stub and mail the return stub along with a check or money order (NO CASH) payable to AUTOMATED ENFORCEMENT DIVISION.  To ensure proper credit, print the Violation Number and your license plate number on your check. Please allow 5 days for delivery.

ANSWERS TO FREQUENTLY ASKED QUESTIONS
  • Ticket is issued to whom the car is registered to.
  • The violation does not go on your driving record.
  • You cannot use your Good Driving Record for this offense.
  • The violation does not affect your insurance. However, if you ran a red light, or you took a right turn on red without coming to a complete stop and an officer pulled you over, the offense will go on your driving record, thus affecting your insurance.
  • If you decide to pay your $86 fine, you can avoid a $6.95 processing fee by sending a check via US mail rather than paying via phone or online.



HOW DOES IT WORK?

The red light photo enforcement system measures your speed as you approach the signal. If your speed indicates that you are unlikely to stop before the signal changes to red, it captures a digital photograph of your vehicle behind the stop bar. If you then travel past the stop bar while the signal is red, it captures a second photograph of your vehicle in the intersection and extracts the image of your license plate. The system also captures a motion video of the event which you can review online. A Charlestown police officer reviews every single violation.

HOW DO I CONTEST A NOTICE OF VIOLATION?


CONTEST:  You have been automatically assigned a court hearing (date and time). You may choose to appear before the judge at the Charlestown Municipal Court and present any defense available by law. If you need to reschedule your hearing date you may do so by calling the Charlestown Municipal Court at 401-364-1210 up until 24 hours before the assigned court date. If you wish to appear for your hearing there will be an arraignment. At the arraignment you may admit the charge(s) or request a full hearing (trial) where evidence will be presented. If you admit to the violation, a judgment will be entered with a fine and $35.00 court costs. If you plead not guilty, the matter will be continued to another date for trial. If you are found not guilty at trial, the matter will be dismissed and no payment will be required. If you are found guilty, a judgment will be rendered against you and all fines, costs, and assessments must be paid immediately. You have the right to appeal any judgment rendered by the Charlestown Municipal Court to the Appellate panel of the Rhode Island Traffic Tribunal. You must then file a Notice of Appeal within 10 days from the Municipal Court judgment accompanied by a fee of $25.00. All appeals will follow the rules and procedures provided by law.
